    away from accomplishing what so many Dutch cities have realized Thus we are coming to the Netherlands to learn about policies operations and designs that can help us further advance the use of the bicycle in our city The city asked I CE to organise visits and lectures to make a coherent program on 6 themes they had a special interest for Traffic Calming of Residential Neighborhoods woonerfs Dutch living streets where all transportation occurs in highly traffic calmed streets with no clearly defined areas for each mode winkelerfs living streets in commercial areas Stricter Enforcement of Traffic Laws to get a sense of buy in for strict enforcement and where the idea of strict enforcement originates Expanded Education and Training Programs we d heard about excellent school based and non school based traffic education programs that address all modes of travel Restrictions on Automobile Use Let s tour some of these facilities to see how they operate and discuss how they function with local business associations in terms of business delivery of goods Facilities for Walking and Bicycling Identify and tour facilities that may have particular applicability in Portland Urban Design Oriented to People and not Automobiles We already

    CE We komen nog steeds niet in de buurt bij wat zoveel Nederlandse steden hebben bereikt Daarom komen we naar Nederland om te leren over jullie beleid organisaties en ontwerpen zodat wij het fietsgebruik in onze stad verder kunnen ontwikkelen De gemeente vroeg I CE een programma op te stellen van bezoeken en college s over 6 thema s waarin zij speciaal geinteresseerd waren 1 Verkeerskalmte in woonwijken woonerven straten waar al het transport in lage snelheden gebeurd en waar alle transpoortsoorten dezelfde weg gebruiken en winkelerven woonstraten in commerciele gebieden 2 Strenge handhaving van de verkeersregels waar komt het idee van deze strenge handhaving vandaan en hoe pas je dat toe 3 Educatie en trainingsprogramma s we hebben gehoord over uitstekende school en niet school educatieprogramma s waarbij alle soorten verkeer worden behandeld 4 Restricties voor het gebruik van de auto laat ons een aantal van deze voorzieningen zien dan kunnen we discussieren over hoe ze werken in combinatie met werkgelegenheid en goederentransport 5 Voorzieningen voor voetgangers en fietsers een aantal voorzingen zal ook in Portland toegepast kunnen worden 6 Stedelijk ontwerp gericht op mensen en niet op automobilisten We zijn hard op weg dit ook te realiseren in

    quality and sustainability Roelof combines his corporate management tasks with program management for development cooperation and the development of I CE as interface building on the networks and international alliances I CE developed two programs for development cooperation from 2003 2006 and 2007 2010 Locomotives and the Bicycle Partnership Program I CE is nowadays unique as the international body that combines cycling promotion with development cooperation and pursues a cycling inclusive approach of sustainable transport I CE distinguishes from other international ngo s on sustainable transport in their support to and cooperation with CSO s I CE brought CSO s in 15 countries in Africa Latin America and Asia in contact with each other and delivers inputs to the establishment and programming of networks of CSO s in Brasil in Latin America in Africa and in India In 2010 Roelof Wittink received the Leadership Award for Cycling Promotion 2010 by the Cycling Embassy of Denmark Jaap Rijnsburger 1948 is Director Fietslab Metropolitan Cycling Laboratory Jaap has been a social entrepreneur all of his life His MSc thesis 1972 was a successful campaign against demolishment of a working class neighbourhood for a shopping mall and car park in which he made his first designs of public space and cycling routes As an Architect Planner he managed community based urban development and initiated energy efficient social housing His international cooperation career started in Kenya 1975 1978 where he engaged in appropriate technology after which he established an international NGO for waste management WASTE 1983 2003 As President of the Dutch Cyclists Union Fietsersbond 1985 1995 Jaap took part in Dutch policy making and in the organisation of the European Cyclists Federation and VeloCity conferences In establishing I CE 1996 he started developing cycling as an international cooperation theme since 2003 setting up urban mobility partnerships and coaching cycling activists work in Africa Asia and LAC In 2007 he initiated the CAN Cycling Academic Network and supervises CAN PhD researches He now leads the Fietslab Metropolitan Cycling Laboratory André Pettinga 1951 Advisor André has been working on cycling issues his entire career He lives in the enjoyable city of Utrecht in the heart of The Netherlands He is married and a happy father of a great son who has developed his first cycle playing skills in front of the door In 1995 he was one of the initiators of I CE Interface for Cycling Expertise because the demand from abroad for cycling policy action plans was rapidly growing This demand needed to be served in a more professional way So he is acting as a Dutch cycling policy ambassador In daily life he is using his bicycle as much as possible for a variety of destinations His educational background is civil engineering and urban planning design Working as a civil servant during the seventies and eighties for the municipality of Delft he learned that experiments in urban traffic are very important He is proud he was member of the teams working on a
