    governments gathered half of them came from Brazil South Africa Botswana India and Chile The foreign representatives were invited by I CE to participate in a Mid Term Evaluation meeting of the Bicycle Partnership Program which I CE is executing funded by the Dutch ministry of Foreign Affairs The meeting was supported by the Fietsberaad and the Dutch Cyclists Union who organise the yearly Bicycle Town election which elected Houten as Bicycle Town of the Netherlands 2008 After a word of welcome by I CE director Roelof Wittink the newly developed I CE training handbook Cycling Inclusive Policy Development was officially presented Alderman Willy Wagenmans handed the first copy to Lake Sagaris president of the civil society organisation Ciudad Viva in Santiago de Chile Learn from each others experiences but never just copy Adapt to your own context is what the alderman said He mentioned that Houten had a great opportunity to newly develop its town but in most cases you have to redevelop existing situations There were presentations of Hand Voerknecht of the Fietsberaad Miriam van Bree of the Dutch Cyclists Union Anvita Arora resident representative of I CE in India and Cornie Huizinga of the Asian Development Bank

    Brazilië Zuid Afrika Botswana India en Chili De buitenlandse vertegenwoordigers waren op uitnodiging van I CE naar Nederland gekomen voor een tussentijdse evaluatie van het Bicycle Partnership Programma dat I CE met subsidie van de minister van Ontwikkelingssamenwerking uitvoert De bijeenkomst werd ondersteund door het Fietsberaad en de Fietsersbond die Houten vorig jaar uitriep tot Fietsstad van Nederland Na het welkomstwoord van I CE directeur Roelof Wittink vond de officiële presentatie plaats van het nieuwe I CE training handboek met de titel Cycling Inclusive Policy Development Wethouder Willy Wagenmans overhandigde het eerste exemplaar van het nieuwe handboek aan Lake Sagaris directeur van de organisatie Ciudad Viva in Santiago de Chili Leer van elkaars ervaringen maar kopieer nooit zomaar oplossingen Pas ze aan aan je eigen omstandigheden aldus de wethouder die ook nog betoogde dat Houten bij alle uitbreidingen de vrije hand had maar dat je in de meeste gevallen toch te maken hebt met bestaande situaties Vervolgens waren er presentaties van Hans Voerknecht van het Fietsberaad Miriam van Bree van de Fietsersbond Anvita Arora regionaal vertegenwoordiger van I CE in India en Cornie Huizenga van de Asian Development Bank De bijeenkomst in de raadszaal werd afgesloten met een uiteenzetting van

    Medeiros from the municipality of Florianópolis And Giselle Xavier BPP RR from UDESC Viaciclo Accompanying the delegation Flávia de Souza BPP CAN student Mark Brussel BPP CAN staff and Jeroen Buis BPP expert The group experienced Velib and was received by Eric Britton who explained how the system works The whole group of Brazilians and Dutchmen went to visit Eric Britton who runs a consultancy in which public bicycle systems play an important role He has written a publication and is also available in Paris for a guided tour to make interested people such as us acquainted with the Velib system The project is also a social project It employs 300 to 400 coloured generally young people from the banlieues les bronzes who in most cases where previously unemployed and now work 25 hour weeks for Velib Theft Bikes are stolen but to use the bicycles you have to register with your credit card and billing address so often thieves are found And according to Eric Britton JCDecaux has very good lawyers A bicycle costs JCDecaux some 300 The deposit is only 150 so financially it is worth to buy the bicycle for that price Vandalism does happen but it is not considered a huge problem Eric Britton s philosophy was that those who vandalise are the same young unemployed people of which a few hundred are now partly employed by Velib Cost of the project What the costs are of the project is not clear but JCDecaux gets a total of 600 million for 10 years of advertisement from the municipality of Paris So the costs to the tax payer is about 60 million per year Use per bike According to Eric Britton the ideal use is 5 to 7 journeys per bike per day The average use in
